Good price, But! Not of the best quality, they look OK but will not close tightly and the mechanical mechanism does not give a sense of reliability. When closing the cord continues traveling after the slats are closed as far as they are designed to close. I would not purchase these again.

"My windows meassure 31" width. Given the fact that the blinds are 1/2 inch less width, does that mean the mounting hardware is off by 1/2 inch, and therefore I should order 32" width blinds?"

No! If your window is 31" then by all means purchase the same size, the blinds actually sit inside of a casing that holds the them in place... These are very nice blinds for the price, I just love them.
